PUBLIC HEARING NOTICE On or about November 22, 2019, the City of Washington intends to apply to the Indiana Office of Community and Rural Affairs for a grant from the Wastewater and Drinking Water Program of the State Community Development Block Grant (CDBG) Program. This program is funded by Title I of the federal Housing and Community Development Act of 1974, as amended. These funds are to be used for a community development project that will include the following activities: wastewater treatment plant improvements project. The total amount of CDBG funds to be requested is $700,000. The amount of CDBG funds proposed to be used for activities that will benefit low- and moderate-income persons is at least $357,000. The City also proposes to expend $1,300,000 in non-CDBG funds on the project. These non-CDBG funds will be derived from the following sources: Revenue Bonds. The City of Washington will hold a public hearing on September 23, 2019, at 6:30 PM EST, at Washington Council Chambers, 200 Harned Avenue, Washington, Indiana 47501 to provide interested parties an opportunity to express their views on the proposed federally funded CDBG project. Notice of Adoption of Preliminary Determination Notice is hereby given pursuant to Indiana Code ^ 6-1.1-20-3.1 that the Board of School Trustees (the Board) of Kokomo School Corporation (the School Corporation) did, on September 9, 2019, make a preliminary determination to issue bonds and enter into a lease (the Lease) for the renovation of and improvements to school facilities, including athletics improvements at Kokomo High School and other facilities (the Project). The Lease will be for a maximum term of 21 years with a maximum increase to the annual Lease rental of $638,000. The maximum annual Lease rental has been estimated based upon an estimated principal amount of bonds of $7,000,000, estimated interest rates ranging from 2.75% to 4.25%, and total estimated interest costs of $2,433,073. As required by Indiana Code ^ 6-1.1-20-3.1(b)(1), the following information was available to the public at the public hearings on the preliminary determination: (i) the School Corporation's current and projected annual debt service payments divided by the net assessed value of taxable property within the School Corporation, which is 0.56%; and (ii) the sum of the School Corporation's outstanding long term debt plus the outstanding long term debt of other taxing units that include any other territory of the School Corporation divided by the net assessed value of taxable property within the School Corporation, which is 5.20%. The School Corporation's current debt service levy is $7,884,373 and the current rate is $0.4330. After the School Corporation enters into the proposed Lease and the bonds are issued, the debt service levy will increase by a maximum of $638,000 and the debt service rate will increase by a maximum of $0.0333. However, as existing obligations mature, the anticipated net increase to the Debt Service Fund tax rate is expected to be $0.00 above the 2020 tax rate. NOTICE TO TAXPAYERS OF ADDITIONAL APPROPRIATION Notice is hereby given to the taxpayers of the school corporation known as Logansport Community School Corporation (the School Corporation) that the Board of School Trustees (the Board) of the School Corporation will meet at 2829 George Street, Logansport, Indiana, at the hour of 5:00 p.m. (Local Time) on October 14, 2019, to consider the following additional appropriation of the bonds (the Bonds) which the Board has determined to issue. The Board considers such additional appropriation necessary to meet the need existing at this time: An appropriation in the amount of $1,900,000 from the proceeds of the Bonds, and all investment earnings thereon, on account of the renovation of and improvements to Fairview Elementary School, Logansport Junior High School and Logansport High School, including the purchase of buses and equipment and safety and security improvements throughout the School Corporation (the Project) in the School Corporation, including the incidental expenses necessary to be incurred in connection with the Project and the issuance of Bonds on account thereof. The funds to meet such additional appropriation are to be provided by the issuance and sale of Bonds by the School Corporation. The foregoing appropriation is in addition to all appropriations provided for in the existing budget and tax levy, and a need for such appropriation exists by reason of the inadequacy of the present buildings to provide necessary school facilities in the School Corporation.
