STATE OF INDIANA DEPARTMENT OF...
STATE OF INDIANA DEPARTMENT OF ENVIRONMENTAL MANAGEMENT/ OWQ, NPDES PUBLIC NOTICE NO. 2020-5H-RD; NOTICE DATE: MAY 28, 2020; RESPONSE DUE: JUNE 29, 2020. DRAFT MAJOR REVOKE/REISSUE: DUKE ENERGY INDIANA, LLC - GALLAGHER GENERATING STATION, Permit No. IN0002798, FLOYD COUNTY, 30 Jackson Street, New Albany, IN 47150. Permit Manager: Trisha Williams, twilliam@idem.in.gov, 317-234-8210. The Gallagher Generating Station is a steam electric power generating station comprised of two generating units, Units 2 and 4. The station has transitioned to a peaking facility with a capacity factor averaging approximately 50% of its current capacity of 300 MW. The Station withdraws water from the Ohio River and discharges from three external outfalls to the Ohio River; Outfall 001, 002, and 003. Outfall 001 consists of once-through non-contact cooling water and boiler blowdown. Outfall 002 consists of various process wastestreams resulting from power generation, treated metal cleaning wastewater, bottom ash sluice, landfill leachate, sanitary wastewater and storm water. Outfall 003 is a new outfall from a lined pond which will replace Outfall 002. Outfall 003 will consist of various process wastestreams resulting from power generation, dewatering water, treated metal cleaning wastewater, bottom ash sluice, landfill leachate, sanitary wastewater and storm water. The thermal component of the discharge through Outfall 001 is subject to effluent limitations under Section 301 of the Clean Water Act. In the absence of a 316(a) thermal variance, in addition to the narrative requirements under 327 IAC 2-1-6(b)(4), the temperature limitations are based on the temperature criteria from the ORSANCO Pollution Control Standards for Discharges to the Ohio River, 2019 Revision. The permittee has requested that the alternate thermal limitations developed pursuant to Section 316(a) of the Clean Water Act for the discharge from Outfall 001 be extended in the reissued permit instead of thermal limitations applicable under Section 301 of the Clean Water Act or Indiana Water Quality Standards. Based on the information that the permittee submitted and on the fact that Gallagher will retire its facility by December 31, 2022, IDEM is proposing to retain the alternate thermal effluent limitations in this permit. These alternate thermal effluent limitations would be in effect until December 31, 2022. After December 31, 2022, thermal limitations based on the Indiana and ORSANCO water quality criteria will apply. The draft NPDES permit, fact sheet, and more detailed public notice information about this draft permit and variance approval can be found on IDEM's web site at https://www.in.gov/idem/6394.htm.
