Legal Notice of Public Information Meeting The City of Greensburg will hold a Public Information Meeting on Thursday, May 5, 2016 regarding the proposed construction of Phase 2 of Veterans Way in the northern portion of Greensburg (Des. No. 1400722). The meeting will begin at 6:30 PM in the City Hall Gymnasium, which is located at 314 W Washington Street, Greensburg, Indiana. The format of the meeting will feature a formal presentation to begin at 6:30 PM with an informal open house session starting immediately following the formal presentation. The open house session will provide the public an opportunity to view project maps and displays and to interact with the project team. The purpose of this public information meeting is to obtain the public's views regarding the purpose and need for the proposed transportation improvement and the alignment under consideration by the City. The public will be afforded the opportunity to provide comments on the information presented at the meeting for a period of 14-days following the meeting. The proposed project is located in Washington Township of Decatur County, which is in the northern portion of the City of Greensburg. Phase 2 extends Veterans Way approximately 0.5 mile beginning at the end of Phase 1 and continues to the east terminating at the SR 3 and Lincoln Street intersection. The project provides the needed system linkage south of I-74 between US 421 and SR 3. The proposed typical section of this phase of proposed Veterans Way includes two 12-foot travel lanes (one in each direction) separated by a 14-foot median that transitions to a two-way left-turn lane (TWLTL) from Broadway Street to near SR 3. Drainage will be collected by curb and gutter that will be constructed along the outside edge of each travel lane and conveyed via a new storm sewer system. In addition, a 10-foot multiuse path is proposed along the south side of the roadway. The existing roads connecting to the proposed Veterans Way, including Broadway Street, will be reconstructed to tie into the proposed alignment of Veterans Way. Additional permanent right-of-way will be required for the construction of the new road; however, the exact quantities are not yet known. Temporary right-of-way would also be required for drive construction and yard grading as needed. As the design of the project advances the right-of-way will be refined. There are two displacements associated with this project. The first is the office / leasing building for the Edgewater Apartment complex, while the second is a storage out-structure located in the agricultural field east of Broadway Street. This notice is published in compliance with Title 23, Code of Federal Regulations, Section 771.111(h) entitled "Early Coordination, Public Involvement and Project Development," and the INDOT Public Involvement Policies and Procedures Manual, approved by the Federal Highway Administration, US Department of Transportation, on August 16, 2012.
