INVITING SEALED QUOTE PROPOSALS The City of Anderson, Madison County Indiana, acting by and through its BOARD OF PUBLIC WORKS will receive sealed bids until the hour of 1:30 p.m., E.S.T., on the 27th day of September 2016 in the Board of Public Works Department, 5th floor, City Hall, Anderson, IN 46016 for the: Revitalization of Anderson Parks: Playground Equipment Installation and new construction of Shelters In accordance with the drawings and specifications prepared by the City of Anderson Parks and Recreation Department At the above stated time and place, all quotes will be publicly opened and read aloud. Any Quotes received after the designated time will be returned unopened. Contract Documents including drawings and specifications are on file and available in the Department of Community Development room 103, City Hall, 120 E. 8th Street, Anderson, IN between the hours of 8:00 a.m. - 4:00 p.m., Monday through Friday. All Quoters are required to attend a Pre-Quote Conference which will be held on September 22, 2016 10:00 a.m. at Walnut Street Park, Anderson Indiana Quote proposals shall be submitted on the Itemized Quote Form found within the contract documents. The Instructions to Quoters contained in the Contract Documents are by this reference, made a part hereof and all Quoters shall be deemed advised of provisions thereof and conditions of the Contract, Specifications and Drawings for this project Civil Rights: The successful Quoter will be required to comply with Title VI and Title VII of the Civil Rights Act of 1964 and Title VIII of the Civil Rights Act of 1968. Wage Rates: Attention is called to the fact that no less than minimum salaries, wages and applicable other benefits, as established by the United States Department of Labor and included within the contract documents must be paid on this project. Performance Bond and Labor Material Payment Bonds: The successful Quoter will be required to provide a 100% Performance Bond and Labor and Material Payment Bond in accordance with said provisions included within the Contract Documents. Other Federal Requirements: The successful Quoter will be required to provide a properly executed Section 3 Affirmative Action Plan; a properly executed Certification of Bidder Regarding Equal Employment Opportunity:; E.O. 11246; a properly executed Contractor's Certification Concerning Labor Standards and Prevailing Wage Requirements and a properly executed Certification of Bidder Regarding Non-Segregated Facilities. Prior to award of this contract, the above-mentioned documents must be on file at Department of Community Development within five (5) working days from time of notification. Quoters failure to produce the above certifications in the allotted time, properly signed and executed, or failure to meet the requirements of said certifications shall bar the bidder from being awarded the contract for this Quote. Quote proposals may be held by the Anderson Board of Public Works for a period not to exceed (45) days from the date of the Quote opening for the purpose of reviewing the Quote Proposals and investigating the qualifications of the Quoter prior to the award of a contract. The Board of Public Works reserves the right to reject any and all Quote proposals or to waive any informalities in quoting to the extent permitted by law. One Hundred Percent (100%) of the funds for the undertaking of this project are provided and available under the Community Development Block Grant Agreement between the City of Anderson, Madison County, Indiana and the United States Department of Housing and Urban Development (HUD).
