NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN, that the City of Washington, Daviess County, Indiana by and through the Board of Public Works and Safety, hereinafter referred to as the Owner, will receive sealed proposals for PIANKESHAW TRAIL RE-CONSTRUCTION Bids may be forwarded by registered mail, addressed to the Board of Public Works and Safety in care of the City of Washington Clerk-Treasurer, City Hall, 101 N.E. Third Street, Washington, Indiana 47501, by 3:00 PM (Local Time) on April 25, 2016. Bids received after 3:00 PM will be returned unopened. Sealed bids will be opened during the regularly scheduled meeting of the Board of Public Works & Safety held immediately following the 6:30 PM (Local Time) Common Council meeting on the above date in the Council Chambers located at 200 Harned Avenue, Washington, Indiana The work to be performed and the proposal to be submitted, including any and all separate and combination proposals, shall include sufficient and proper sums for all General, Construction, Mechanical Installation, Labor, Materials, Tools, Equipment, Taxes, (both Federal and State), Permits, Licenses, Service Costs, and so forth incident to and required for the construction of the facilities. All materials furnished and labor performed incident to and required for the proper and satisfactory execution of the contracts shall be furnished and performed in accordance with the requirements of the drawings, prepared by Landmark Surveying Company, Inc., and any addenda thereto, prepared by Carl E. Barnett, P.E., L.S., City Engineer. Said drawings are on file in the offices of the following: Municipal Building 200 Harned Avenue Washington, IN Each proposal must be enclosed in a sealed envelope bearing the title and division of the project and the name and address of the Bidder. Each proposal shall be accompanied by a certified check or acceptable bidder's bond made payable to the Owner, in a sum of not less than five percent (5%) of the total amount of the highest aggregate proposal, which check or bond will be held by the Owner as evidence that the bidder will, if awarded a contract or contracts, enter into the same with the Owner upon notification to him to do so within ten (10) days of said notification. Failure to execute a contract and to furnish a Performance and Payment Bond as hereinafter set out will be cause for forfeiture to the Owner of the amount of money represented by the certified check or Bidder's Bond, as and for liquidated damages. Approved Performance and Payment Bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable Surety Company, will be required of each Contractor at the time he executes his contract. The Bond will be in the amount of 100% of the Contract Price and must be in full force and effect for a period of 12 months from the date of acceptance of and final payment of the work. Proposals shall be properly and completely executed on proposal forms included in the Specifications. Proposals shall include Indiana State Board of Accounts Form 96 provided and executed by the bidder, all as required by Statute. No proposals shall be withdrawn after the opening of the bids without the consent of the Owner for a period of sixty (60) days after the scheduled time of receiving same. The Owner reserves the right to reject any proposal, or all proposals, or to accept any proposal or proposals, or to make such combination of proposals as may seem desirable, and to waive any and all informalities in the bidding. Copies of Plans, and Specifications may be obtained from Carl E. Barnett, PE, LS, City Engineer, Utility Building, Washington, Indiana, 47501. Each prime contractor for the work will be entitled to one (1) complete set of drawings and specifications upon payment of a deposit of $100.00. Any unsuccessful bidder, upon returning such set promptly and in good condition will be refunded his deposit. Any non-bidder upon returning such set will be refunded $40.00.
