PUBLIC NOTICE Date: December 12, 2016 State Revolving Fund (SRF) Loan Program Categorical Exclusion (CE): Fall Creek Regional Waste District, Madison County, Adams and Fall Creek Townships, PER Addendum #2: Sanitary Sewer System Rehabilitation Modifications Project, SRF Project WW 16 07 48 03. To all interested parties: this is notification that the Fall Creek Regional Waste District Sanitary Sewer System Rehabilitation Modification project for PER Addendum #2 is categorically excluded from substantive environmental review. The (SRF) is submitting the CE for public notice. This addendum includes modifications to the following areas: North Pendleton Ave - This area was not part of either phases, but determined by the District as an area that needed to be addressed which involves approximately 1,000 feet of existing 8-inch sewer. The rehabilitation method will include cured-in-place pipe lining (CIPP) and pipe bursting since it is mainly under pavement. North John Street - This area was initially eliminated since the District's records indicated that these sewers had all been replaced, but discovered later that two sewer lines had never been replaced. The rehabilitation method will require the dig and replacement of approximately 387 feet of 8-inch gravity sewer which will be included under Phase I. Pendleton Ave - This area consists of a 150 foot 6-inch sewer that serves two businesses and is in poor condition. Since the town plans to repave this area in the fall, this sewer will be replaced by an 8-inch sewer via open cut and done in Phase I. Broadway Ave - This area has two houses that are currently served by a long common lateral that flows north. This lateral will be eliminated by extending an existing 8-inch sewer another 110 feet north in-kind and re-routing these services with the flow being diverted south. In the Phase II project area, after reviewing District permit records, there are some areas where the main was previously replaced but that lateral rehabilitation is still needed as follows: Mill Road between State and Taylor Streets; Jefferson Street between High and Taylor Streets; and Houses along High and State Streets between Mill Road and Pendleton Avenue. There are a few sections of pipe that need to be realigned since they are either under houses; close to buildings; or under a creek with stone arch on top of the pipe. These sections are located: On Main Street, just north of Water Street; On the West side of town, south of Taylor Street; and in the vicinity of Main Street and Madison Avenue. In the east half of town, there are three pipe sections being added to the project for dig and replace in-kind. Those three pipe sections being added are: unpaved alley north of Madison, east of East Street which includes 147 feet of 8-inch sewer; South of Madison and east of Broadway which includes 309 feet of 8-inch sewer; and East of East Street and south of State Street across from school track area which includes 580 feet of 8-inch sewer. The No Action alternative was rejected because if the targeted project areas are not rehabilitated the District will continue to experience infiltration and inflow (I&I) in the collection system with the aging sewers. The construction cost for the additional changes to Phase I will be $174,400. The proposed construction costs for Phase II has been updated to $4,956,500 based on the mix of dig & replace and CIPP work. The District will finance the project with their existing SRF loan that closed on June 22, 2016.
