EXHIBIT B ATTACHMENT III-C-9 Public notice is hereby given of the planned use of explosives in accordance with I.C. 12-4.1 and 310 IAC 12-5-35. Blasting will be conducted at the following location: Solar Sources Inc. Cannelburg Mine; Permit #S-298 W ^ of the SW ^ of Section 1; SE ^ of Section 2; W ^ of the NW ^, NW1/4 of the SW ^ of Section 12; N ^ of the SE ^, NE 1/4 of Section 11 all in Township 2 North, Range 6 West in Barr Township, Daviess County, Indiana Blasting will be conducted between sunrise and sunset. The blaster will inspect the blasting area prior to detonation. Company personnel will control all traffic on roads close to the blasting site and prohibit entrance into the blasting area until the all clear signal is sounded. The all clear signal will not be sounded until the area has been inspected to insure travel through the area is safe. An air horn signal will be sounded immediately prior to detonation. The signal to detonate will be one (1) long blast on the air horn followed by a series of short blasts. The all clear signal will be one (1) long blast on the air horn. Any resident or owner of a manmade dwelling or other structure within one (1) mile of the above described area may request a pre-blast survey of that structure by writing to the Indiana Division of Reclamation, 14619 W St Rd 48, Jasonville, IN 47438, or Solar Sources, Inc.
