LEGAL NOTICE 2016 CDBG ANNUAL ACTION PLAN SUMMARY KOKOMO, INDIANA Pursuant to federal regulations, the City of Kokomo Department of Development is publishing, for public information and comment, its summary of the 2016 Community Development Block Grant (CDBG) Action Plan. The Action Plan is based on the 2015-2019, Five-Year CDBG Consolidated Plan that was developed after a citizen participation process that included input from the public, consultations with affordable housing providers, social service agencies and other non-profit organizations. Housing and Homeless Needs Assessment The Consolidated Plan describes the jurisdiction's estimated housing needs projected for the ensuing five-year period. Housing data included in this portion of the plan is based on U.S. Census data, as provided by the U.S. Department of Housing and Urban Development (HUD). The plan includes estimates of the number and types of persons in need of housing assistance for extremely low-income, low- and moderate-income families, for renters and owners, for elderly persons and for persons with disabilities. Housing Market Analysis This portion of the Consolidated Plan describes the significant characteristics of the jurisdiction's housing market, including the supply, demand, condition and cost of the housing stock available to serve lower-income persons and families and those with special needs. This includes the number of public housing units and an assessment of their waiting list. 2015-2019 Consolidated Action Plan (Five-year period) The Consolidated Plan document describes priority needs and goals for affordable housing, assistance to the homeless and persons with special needs, and a non-housing community development plan for the five-year period from 2015 to 2019. 2016 Action Plan (One-year period) The City of Kokomo's 2016 entitlement grant from HUD under the Community Development Block Grant (CDBG) program is $747,554. The following two areas have been designated as target areas for FY 2016. The first target area is bounded on the north by Madison Street, on the east by Washington and Delphos Street, on the south by Walnut, Taylor and Sycamore Streets, and on the west by Indiana Avenue and Union Streets. The second target area is nearby and is bounded roughly by Vaile Avenue and King Street on the north, Harrison Street and Markland Avenue on the south, Union Street on the east and Washington Street on the west. The following activities are tentatively approved and will be submitted to HUD for final approval: Neighborhood Property Renewal Program: The Exterior Home Repair Program will provide assistance for exterior home repairs to income qualified homeowners in the target areas. A total of $100,000 is budgeted for this program. Neighborhood Infrastructure Improvements: Washington Street Improvements (Sycamore to Monroe St.); Apperson Way Street Improvements (Markland to Home Ave.) Infrastructure improvements costs are budgeted at $542,554. Neighborhood Blight Removal Program: The City will continue to eliminate spot slum and blight through the demolition and clearance of blighted and unsafe structures. These projects will be done throughout the city with a budget of $40,000. Family Services Association's Domestic Violence Shelter: The Domestic Violence Shelter allocation will allow them to narrow their budget gap and enable them to continue providing much needed services to victims of domestic violence. A total of $ 25,000 has been budgeted for this activity. Very Early Childhood Education Center (VECEC): The VECEC allocation will enable them to provide educational services to children, up to the age of six, belonging to income-qualified residents of public housing units & participants of other programs that cater to low income families. A total of $25,000 has been budgeted for this activity. Gilead House: The Gilead House's Aiming for Success program focuses on imparting required behavioral and conflict resolution skills to low income individuals, who have been released from the criminal justice system and prepares them for seeking employment. A total of $10,000 has been budgeted for this activity. Project Access Howard County: Project Access Healthcare Insurance Premium Payment Program will pay health insurance premiums for income qualified city residents who are enrolled in State of Indiana's insurance plan. A total of $5,000 has been allocated for this activity. Program Administration: The City of Kokomo will pay all administration costs for the CDBG program, including wages and benefits. Residential Anti-Displacement and Relocation Assistance Plan The City of Kokomo takes all reasonable steps to minimize the displacement of persons as a result of CDBG-assisted activities. The City adopts as policy, makes public and certifies that it will comply with the acquisition and relocation requirements of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URA), as amended. The City of Kokomo certifies that it is following such a plan for relocation assistance as provided under section 105(a)(11) of the Act. Viewing the Annual Action Plan Copies of the 2016 Annual Action Plan are available for viewing at the downtown Kokomo-Howard County Public Library and in the Department of Development on the third floor of City Hall at 100 S. Union Street, Kokomo, Indiana. Comments on the plan should be received in the Department of Development on or before April 30, 2016.
