Public Hearing Notice The Howard County Board of Commissioners will hold a public hearing on Monday, November 14, 2016 beginning at 5:30 p.m. . The public hearing will be held at the Howard County Emergency Management, Berkley Road Complex, located at 627 S. Berkley Road, Kokomo, Indiana 46901. Parking is available in front of the building. The purpose of the public hearing is to offer all interested persons an opportunity to comment on the environmental document, Section 106 document, and current design plans for the proposed Bridge No. 508 project carrying Park Avenue over Kokomo Creek, in Kokomo, Howard County, Indiana. Additionally, the hearing serves as the last opportunity for a responsible party to step forward and provide the necessary sureties to obtain ownership of the bridge to either preserve it in-place or for its re-use at an alternate location. The purpose of the project is to address the ongoing deterioration of Howard County Bridge No. 508 and provide Howard County with a vehicular and pedestrian crossing over Kokomo Creek that meets current American Association of State Highway and Transportation Officials (AASHTO) guidelines for bridges, and is consistent with the Long Range Transportation Plan for the City of Kokomo and Central Howard County. The work will address the deteriorated condition of the existing structure while improving its overall functionality. Under the preferred alternative, Howard County proposes to replace Bridge No. 508 with a new, wider structure. The project will allow for a bridge alignment that closely matches the existing alignment along Park Avenue. Howard County Bridge No. 508 will be demolished if no responsible party steps forward to obtain ownership of the bridge. A new composite, prestressed, concrete, hybrid bulb-tee beam bridge will be constructed. The bridge will be a two-lane, single-span, 114.77 foot long bridge with a 25 degree left skew over Kokomo Creek. The total project length will be approximately 550 feet (0.1 mile) with project termini extending from the centerline of the bridge 300 feet north and 250 feet south. Incidental construction of 50 feet will occur at each terminus to transition the proposed approaches into the existing approaches. The existing single pier stem will be removed at ground level as the new bridge will span the entire channel, thus, eliminating the potential of trapping floating debris during periods of flooding. The existing pier footing will be left in place. Proposed work on the banks under the bridge will include removal of the existing single pier stem, the shaping of the spill slopes at a 2:1 slope and the placement of riprap on the spill slopes. The project will require the bridge to be closed to traffic during construction. A detour route will be provided including W. Markland Avenue, Dixon Road and W. Defenbaugh Street. This detour is approximately 2.2 miles in length and will be utilized for a term of approximately eight months. There will be no right-of-way acquisition for this project and, therefore, no associated right-of-way costs. The total estimated cost for the project is $1,455,700. The project will not impact any wetlands, nor involve the displacement of any residents or businesses. The Howard County Bridge No. 508 is eligible for listing in the National Register of Historic Places (National Register). As part of the Indiana Historic Bridge Inventory project, the bridge was determined to be Non-Select. The bridge has been marketed for re-use for the past six months and information about the bridge can be found on the following INDOT Historic Bridge Marketing website: http://www.in.gov/indot/2532.htm. Section 106 of the National Historic Preservation Act (NHPA) requires Federal agencies to take into account the effects of their undertakings on historic properties. The proposed project does not involve any properties eligible for the National Register aside from the subject bridge. This project will result in a no historic properties affected under Section 106. INDOT will be issuing a no historic properties affected finding for the project. In accordance with the NHPA, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Additionally, the Section 106 documentation can be viewed electronically by accessing INDOT's Section 106 document posting website IN SCOPE at http://erms.indot.in.gov/Section106Documents. This notice is published in compliance with: 1) Code of Federal Regulations, Title 23, Section 771 (CFR 771.111(h)(1) stating, Each State must have procedures approved by the FHWA to carry out a public involvement/public hearing program.; 2) 23 CFR 450.210(a)(1)(ix) stating, Provide for the periodic review of the effectiveness of the public involvement process to ensure that the process provides full and open access to all interested parties and revise the process, as appropriate.; and 3) The INDOT Public Involvement Policies and Procedures approved by the Federal Highway Administration on August 16, 2012. In accordance with the Americans with Disabilities Act, Indiana Department of Transportation can provide special accommodation for persons with disabilities and or limited English speaking ability and persons needing auxiliary aids or services such as interpreters, signers, readers, or large print. The public hearing serves as the opportunity for the public to comment on the Categorical Exclusion (CE) environmental document and the 800.11 (d) documentation for Section 106. At the public hearing, a presentation will provide an overview of the project, its potential impacts, and the proposed schedule. Public statements for the record will be taken after the presentation. The current plans will be available for anyone interested in talking to the engineers about the project before and after the formal presentation. Conversations will not be part of the official record. The project falls within the guidelines of a Categorical Exclusion and was released as such on October 20, 2016. All comments will be collected before, during and two weeks after the hearing date.
