SECTION 00010 - NOTICE TO BIDDERS Notice is hereby given that the County of Rush, Indiana acting by and through its Board of County Commissioners, will receive sealed bids at the office of the Rush County Auditor, 101 East 2nd Street, Room 212, Rushville, Indiana 46173 until the hour of 8:30 a.m. (local time), on Monday, November 14, 2016 for the following: Rush County Jail Site Demolition Project Rushville, Indiana Each bid must be enclosed in a sealed envelope bearing the title of the Project and the name and address of the Bidder. All bids must be submitted on the bid forms as identified in the Contract Documents and Specifications. The bids will be publicly opened on November 14, 2016 at 9:00 am during the Board of County Commissioners meeting held at 101 East 2nd Street, Room 108, Rushville, Indiana 46173. Work to be performed shall include furnishing all labor, services, materials, insurance and equipment necessary for the asbestos abatement, demolition and disposal of on-site structures and utilities, excavation and disposal of below-grade improvements, backfill, compaction, and restoration of the Project Site. All work for this Project will be under a single prime contract with the Owner, based upon Bids received as defined and set forth in the Project Manual and Contract Documents. The Contract Documents are on file and available for public inspection commencing on Friday, October 14, 2016, during regular working hours at the Office of the Rush County Auditor (101 East 2nd Street, Room 212, Rushville, Indiana). Arrangements to receive the Plans and Specifications by mail can be made by contacting Steve Winters at DLZ Indiana (574) 236-4400. There will be a $50.00 non-refundable charge of the cost of the reproduction for each set of documents for all bidders. A MANDATORY PRE-BID CONFERENCE will be held on November 2, 2016 at 10:00 a.m. local time, at 101 East 2nd Street, Room 108, Rushville, Indiana. All prospective bidders are required to attend. All prospective sub-contractors, vendors, supplier, minority or women owned enterprises and other interested parties are encouraged to attend as well. A site visit will follow the Pre-Bid conference. Each Bidder is responsible for inspecting the Project Site and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the forgoing shall in no way relieve any Bidder from any obligation with respect to its Bid. This Project will be awarded on or about November 28, 2016. Bids must be on the Rush County Bid for Public Works, completely executed, along with a Certified Check or Bid Bond in the amount of not less than ten percent (10%) of the bid amount and any other submittals required by the bid documents. All bid bonds shall be made payable to the Rush County, Indiana. The Bidder must show or be able to demonstrate to the satisfaction of the Rush County that the Bidder possesses the ability and capacity to successfully complete the Project through the satisfactory past performance of work of a similar nature, size, and scope. The Bidder must have satisfactorily completed as a prime or general contractor, a minimum of three (3) contracts of similar size, type (including demolition and asbestos abatement), and complexity to the subject Contract within the past five (5) years. The combined contract value of the demolition and asbestos abatement work on each project shall exceed $50,000.00. The work must have been completed skillfully in a satisfactory manner and on time. Approved performance and payment bonds guaranteeing faithful and proper performance of the work and materials, to be executed by an acceptable surety company, will be required of the Contractor at the time of contract execution. The bonds will be in the amount of 100% of the Contract Price and must be in full force and effect throughout the term of the Construction Contract plus a period of twelve (12) months from the date of substantial completion. Award will be made to the most responsive and responsible bidder. The County of Rush reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids. Any bid received after the time and date specified shall not be considered.
