ADVERTISEMENT FOR BIDS This Notice is hereby given that sealed proposals will be received by the Elkhart County Drainage Board for the BERLINCOURT LATERAL A TILE REPLACEMENT PROJECT #16-026 until 9:30 AM, Tuesday October 11, 2016, in Room A of the County Public Services Building, 4230 Elkhart Road, Goshen, Indiana (U.S. 33 @ C.R. 26). The proposals will be opened that day and notice be sent to all bidders of the action taken. The plans, specifications, bidding documents, Instructions to Bidders and General Conditions and Supplementary Conditions may be obtained at our Office. The project is located in Sections 22 and 27 of Locke Twp. and begins at the tile outlet into Berlincourt on the West side of CR 1 and extends Northwest approximately 5,200 feet to the pond South of CR 50. The project consists of replacing the existing 15 and 12 clay tile with 18, 15 and 12 polyethylene corrugated tile with sock. The proposed line consists of 2,100 L.F. of 18, 2,100 L.F. of 15 and 1,000 L.F. of 12. The project includes 4 Manholes and 4 - 12 risers. The project will commence after the crop is harvested and work is to be completed January 20, 2017. The awarded contractor will sign an agreement to a $100.00 per day charge for liquidated damages beyond the specified completion date. The estimated cost of the project is less than $201,000.00. Proposals may be delivered to the Drainage Board at the Public Services Building prior to the specified time, or may be mailed to arrive to the Office at the County Surveyor before that time. Proposals shall be properly and completely executed on proposal forms furnished by the County in accordance with Revised Indiana Form 96 and shall be accompanied by the Contractor's Financial Statement form taken from Form 96A. Proposals shall include a copy of the Contractor's Insurance Certificate with coverage in accordance with item 5.3 of the General Conditions and a list of previous projects of this nature with references shall be included with the bid. Proposals shall be accompanied by a Certified Check or Bank Draft payable to the Elkhart County Drainage Board, or a satisfactory Bid Bond executed by the bidder and a surety company in an amount equal to 5% of the Bid as a guarantee that the bidder, if the Bid is accepted, will execute and file the proposed Contract and Bonds within ten days after award of the Contract. The Certified Check or Bank Draft will be returned to the bidders immediately after the signing of the Contract by the Drainage Board. A Performance and Payment Bond in the amount of 100 percent of the total Contract price will be required of the successful bidder. An irrevocable Letter of Credit will be acceptable in lieu of a Performance Bond. This Letter of Credit shall be 100 percent of Contract price and shall be in effect until 1 year after the completion of the entire Contract. The office needs to keep an updated record of the Contractors Insurance Certificates on file. If you have not previously provided us with this certificate, please send a copy of your Insurance coverage in accordance with item 5.3 of the General Conditions. The Elkhart County Drainage Board reserves the right to reject any or all bids, to waive any informality in bidding, and to award a contract in the best interests of the Board, Elkhart County, and the project.
