SECTION 00 C CITY OF RUSHVILLE Rush County, Indiana 2016 Pavement Projects ADVERTISEMENT FOR BIDS Notice is hereby given, that the City of Rushville, Indiana, by and through its Board of Public Works and Safety, referred to as the Owner, will receive sealed Bid Documents for (3) Three Projects: PAVEMENT RESURFACE #1, PAVEMENT RESURFACE #2, and PAVEMENT SEALING. Project Description: PAVEMENT RESURFACE: The work will generally consist of asphalt resurfacing including milling of existing asphalt. PAVEMENT SEALING: The work will generally consist of fog seal coating of existing infrastructure. Bid Documents may be forwarded by registered mail or delivered in person to the City of Rushville, Board of Public Works and Safety, 133 West First Street, Rushville, IN 46173, no later than 4:00 P.M. the day of the bid opening. The place and time of the bid opening is; the Council Chambers, 270 West 15th Street, Rushville, IN 46173, and the bids will be opened at 5:30 P.M. on October 4th, 2016. A Pre-Bid Meeting for PAVEMENT SEALING will be held on September 23rd, at 8:30 A.M., the location is; the Board of Public Works and Safety, 270 West 15th Street, Rushville, IN 46173. A Pre-Bid Meeting for PAVEMENT RESURFACE #1 & #2 will be held on September 23rd, at 9:30 A.M., the location is; the Board of Public Works and Safety, 270 West 15th Street, Rushville, IN 46173. Attendance by Bidders is highly recommended. The Work to be performed and the Bid Documents to be submitted, including any and all separate and combination bids, shall include sufficient and proper sums for all General Construction, Labor, Materials, Tools, Equipment, Taxes (both Federal and State), Permits, Licenses, Insurance, Service Costs, and so forth, incident to and required for the construction of this project. All materials furnished and labor performed incident to and required for proper and satisfactory execution of the contracts shall be furnished and performed in accordance with the requirements of the Contract Documents as defined in the General condition of the Construction Contract, and any addenda thereto, prepared by the Engineer, Fleis & VandenBrink. Said Contract Documents shall be Engineers Joint Contract Documents Committee Contract Documents latest editions. Bidding Documents will be available at their respective Pre-Bid Meeting listed above. Bid Documents shall be accompanied by a Certified Check or acceptable Bid Bond made payable to the City of Rushville, in a sum of not less than five percent (5%) of the total amount of the highest bid, which check or bond will be held by the City of Rushville as evidence that the Bidder will, if awarded a contract or contracts, enter into the same with the City upon notification to do so within (15) days of said notification. Approved Payment and Performance Bonds, to be provided by a surety acceptable to the City of Rushville (the Owner), will be required of the Contractor at the time he executes his contract. The bonds shall be in the amount of one hundred percent (100%) of the Contract Amount and must be in full force and effect for a period of twelve (12) months from the date of written acceptance of and final payment for the Work. Failure to execute a Contract and to furnish a Payment and Performance Bond as hereinafter set out will be cause for forfeiture to the City of the amount of money represented by the Certified Check or Bidder's Bond, as and for liquidated damages. Bids shall be properly and completely executed on bid forms provided by the Engineer which shall include the Non-Collusion Affidavit and the Indiana Contractors Bid for Public Works Form No. 96 provided by and fully executed by the Bidder, all as required by statute. The Owner reserves the right to reject any or all proposals, and to waive any informalities in bidding. Any proposal received after the time and date specified shall not be considered. No Bid Documents shall be withdrawn after the opening of bids without the consent of the City for a period of sixty (60) days after the scheduled time of receiving same. Each Bidder is responsible for inspecting all streets and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid. One (1) copy each of the Bidding Documents (no sooner than September 23rd) may be obtained from the City of Rushville, Mayor's Office, 133 West First Street, Rushville, IN 46173, telephone (765) 932-3735, fax (765) 932-4355. Bidding Documents (no sooner than September 23rd) may also be obtained from Fleis & VandenBrink, 140 Washington Pointe Dr. Suite C, Indianapolis, IN 46229, telephone (317) 843-0022, fax (317) 843-0405. No consideration for escalation of prices can be considered, and, therefore, Contractors are advised not to include any such escalation clauses in their Bid Documents for this projects.
