REQUEST FOR STATEMENT OF QUALIFICATIONS FOR THE CITY OF WASHINGTON PACE COMMUNITY AND CHILD DEVELOPMENT CENTER In order to assure compliance with the Indiana Office of Community and Rural Affairs and related requirements regarding competitive negotiation procurement of professional planning services, the City of Washington City Council is requesting Statements of Qualifications for the provision of planning and technical assistance services. Description of Project: The planning project consists of a feasibility study for facilities and expanded services for a facility located in the City of Washington but owned and operated by the PACE Community Action Agency. Anticipated facility services include Head Start, Early Head Start and Client Services. The study will evaluate standards and best practices for Head Start and Early Head Start facilities and make recommendations for options for a new facility. The study will also look at the need for expanded services and make recommendations based on the needs of the Community Action Agency. The Feasibility Study will provide potential site locations and make recommendations for facility size, location and amenities. The proposed study will possibly be funded by a Planning Grant from the Indiana Office of Community and Rural Affairs. Description of Services Needed: Professional architectural/engineering services are needed to undertake and perform the proposed study. A preliminary scope of services should include the following: evaluation of the current needs for a facility, evaluation of the needed services, identify potential sites, evaluate sites for suitability and prepare preliminary drawings of a potential facility. A plan should be prepared which documents the above evaluations and the following issues: recommendations for future improvements to meet short and long-term needs, the degree to which new construction is necessary, the need for expanded child education services and what services are needed, probable funding options, new facilities operation costs, recommendations and conclusions. In summary, the study will result in the preparation of a comprehensive plan with recommendations of how to best provide the necessary services of PACE Community Action Agency facility and services in the City of Washington. A detailed scope of services will be negotiated with the successful firm deemed most qualified for this study. Type of Contract: The Washington City Council will execute a lump-sum contract for this project. All services will be stated on a cost reimbursement basis (hourly rate and maximum hours fixed). The awarded contract will have a not-to-exceed clause which will limit the allowable fees charged in connection with this project through close out. Federal Requirements: The project will be developed in a manner which satisfies all applicable Federal, State, and Local regulations. Prospective organizations should note the successful Architectural/Engineering firm must meet the terms and conditions outlined in the Federal and State Third-Party Contract Provisions, which are attached to and made part of this RSQ. The Indiana Office of Rural Affairs has a 10% MBE/DBE/WBE goal for all projects funded with Community Development Block Grant funds. Statement of Qualifications: Each prospective organization must submit a Statement of Qualifications which includes the following: 1. Name, address and brief description of firm. 2. Resumes of key personnel to be assigned in this project as well as a list of professional staff members. 3. A description of expertise, experience, and resources directly relevant and available for the proposed project. 4. A list of similar projects previously completed. 5. A list of references. 6. Description of firm's proposed approach to the study and how it intends to provide the full range of architectural/engineering services necessary to assure the correct, complete and timely execution of the project to the satisfaction of the City and in full compliance with federal and state laws, rules and regulations. The Statement of Qualifications shall also provide the following information: name, title, address and telephone number of individuals with authority to negotiate and bind the applicant contractually, and who may also be contacted during the period of proposal evaluation. Evaluation Criteria: Statement of Qualifications evaluation criteria shall include: 1. Specialized experience or technical expertise of the organization and its personnel in connection with the scope of services to be provided and the complexity of the project. (50 points) 2. Past record of performance on contracts with the community and other clients, including quality of work, timeliness and cost control. (50 points) 3. Capacity of the organization to perform the work within time limitations, taking into consideration the current and planned workload of the firm. (50 points) 4. Familiarity of the organization with the project and the type of problems applicable to the project. (50 points) For a total of 200 points Selection of professional consultants by the City of Washington is based on competitive negotiation, with evaluation based on the above criteria. An evaluation sheet is attached which illustrates the method to be used for scoring each Statement of Qualifications and the number of points possible for each criteria. Interviews may be conducted with one or more offerors for the purpose of clarification, assuring complete understanding of and responsiveness to the solicitation requirements. Each Statement of Qualifications will be reviewed for completeness and clarity according to the criteria listed herein. The City Council may or may not negotiate the scope of services with one or more offeror(s). The City reserves the right to reject any or all solicitations. The City is an Equal Opportunity Employer.
