NOTICE TO BIDDERS Notice is hereby given that Howard County Board of Commissioners will receive sealed bids at the office of the Howard County Plan Commission, 120 E. Mulberry St., Suite 114, Kokomo, Indiana 46901 until the hour of 11:00am on Monday, October 3, 2016. (Local time), for the following property Demolition of residential property located at 4022 E 50N Kokomo, Indiana. Each bid must be enclosed in a sealed envelope bearing the title of the Project and the name and address of Bidder. All bids must be submitted on the bid forms as identified in the Bid Documents. Work to be performed shall include furnishing all labor, services, materials, insurance and equipment necessary for the asbestos abatement, demolition and disposal of on-site structures and utilities, excavation and disposal of below-grade improvements, backfill, compaction, and restoration of the Project Site. All work for this Project will be under a single prime contract with the Owner, based upon Bids received as defined and set forth in the Bid Documents. Mulberry St., Suite 114 All prospective bidders are required to attend. All prospective sub-contractors, vendors, supplier, minority or women owned enterprises and other interested parties are encouraged to attend as well. Each Bidder is responsible for inspecting the Project Site and for reading and being thoroughly familiar with the Bid Documents. The failure or omission of any Bidder to do any of the forgoing shall in no way relieve any Bidder from any obligation with respect to its Bid. The bids will be opened and read aloud at the commissioners meeting on October 3, 2016 commencing at 4:00pm and will be awarded on or about October 17, 2016. To be a valid bid the bids must be on the Howard County Contractor's Bid form for Public Works (Indiana Form 96, revised 2000) which is included in the Bid Documents. Every section of this form must be completed, including submission of a financial statement. The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized Postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. A conditional or qualified Bid will not be accepted. Award will be made to the lowest responsive and responsible bidder. The lowest responsive and responsible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally assisted programs under Executive Order 12549. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the project throughout. This project does not involve the Davis Bacon Wage requirement or compliance with the Indiana Common Wage law. Pursuant to I.C. 36-1-12-13.1 and IC 36-1-12-14 because the cost of this project will not exceed $200,000.00 a payment and performance bond is not required. However a 5% bid bond or cashier's check is required as more fully executed in the instructions to bidders. Bidders on this Work shall be required to comply with the provisions of the President's Executive Order No. 11246, as amended. The Bidders shall also comply with the requirements set forth by the Blight Elimination Technical Bidding Specification which are part of the bid documents. The contractor must meet the guidelines and practices established by the Indiana Housing and Community Development Authority- Blight Elimination Program and appropriate federal regulations including: 1) Executive Order 11246, 2) Section 3 of the Housing and Community Development Act of 1968, as amended, 3) Certification of Non-Segregated Facilities, 4) OMB Circular A-102, 5) Title VI of the Civil Rights Act of 1964, 6) Section 504, Rehabilitation Act of 1973, 7) Age Discrimination Act of 1975, 8) Executive Order 12138, 9) Conflict of Interest Clause, 10) Retention and Custodial Requirements for Records Clause, 11) Contractors and Subcontractors Certifications, and others that may be appropriate or necessary. Contract procurement is subject to federal regulations contained in OMB Circular A-102, Sections B and O and the State of Indiana requirements contained in IC-36-1-9 and IC-36-1-12. Any contract(s) awarded under this Advertisement of Bids are expected to be funded in part by a grant from the Department of Housing and Urban Development, as administrated by the Indiana Blight Elimination Program.
