LEGAL NOTICE OF PLANNED IMPROVEMENT The City of New Albany is holding a public hearing to seek comments regarding the below proposed project. The public hearing will be held on Monday, September 19, 2016 at 6:00 pm at the New Albany High School Auditorium at 1020 Vincennes Street, New Albany, Indiana 47150. The entrance to the auditorium is on the south side of the high school. Preliminary design plans and the environmental document are available for viewing at the following locations: 1. City of New Albany, 311 Hauss Square Room 309 City County Building, New Albany, IN 47150 (8:30 a.m. to 3:30 p.m.) 2. HWC Engineering, 792 White Street, Scottsburg, IN 47170, Phone (812) 752-0914 (8:30 a.m. to 4:30 p.m.) 3. New Albany-Floyd County Public Library, 108 W Spring St, New Albany, IN 47150 (9:00 a.m. to 8:30 p.m.) The City of New Albany is developing plans for a proposed street improvement project, located in the City of New Albany, Floyd County, Indiana (INDOT DES Number 0901275). The project involves converting E. Elm St., E. Spring St. and E. Market Street from one-way to two-way traffic from State St. to Vincennes St. Pearl St. will be converted from one-way to two-way traffic from Elm St. to Main St. Bank St. will be converted from one-way traffic to two-way traffic from Oak St. to Main St. State Street will be restriped from Market St. to Elm St. This project will include traffic signal modification/replacement, pavement marking installations and signing modification/replacement. All work can be completed under traffic. No right-of-way or displacement of residents or businesses will be involved with this project. At present, we are planning to use both local and federal funds for construction of the project. The Federal Highway Administration and the Indiana Department of Transportation have agreed that this project falls within the guidelines of a Categorical Exclusion Level 3 Environmental Document and meets the Minor Projects Programmatic Agreement (MPPA) Category A for Section 106. In accordance with the Americans with Disabilities Act, the City of New Albany can provide special accommodation for persons with disabilities and or limited English speaking ability and persons needing auxiliary aids or services such as interpreters, signers, readers, or large print. CFR 771.111(h)(1) states: Each State must have procedures approved by the FHWA to carry out a public involvement/public hearing program. 23 CFR 450.212(a)(7) states: Public involvement procedures shall provide for periodic review of the effectiveness of the public involvement process to ensure that the process provides full and open access to all and revision of the process as necessary.
