Anderson Redevelopment Commission of Anderson, Indiana NOTICE IS HEREBY GIVEN that the Anderson Redevelopment Commission of Anderson, Indiana (Commission) on the twentieth (20) day of September, 2016, at 4:30 o'clock p.m. (EST) in the First Floor ED Conference Room of the City Building, Anderson, Indiana, will open and consider written offers hereinafter referred to as Proposals for Redevelopment for the Sale or Lease of the Redevelopment Property. Said property commonly known as: 2691 Nichol Avenue- Former Baxter Pest Control Parcel 48-11-15-104-002.000-003 In the case of the Sale or Lease of the property the private redevelopment requested shall be the financing, construction, management and operation of retail, commercial or non for profit activity which will provide an overall positive impact to the area. The redevelopment shall include the following: 1. Activity shall be designed to offer employment opportunities for area residents. 2. Activity shall be designed to provide commercial retail services and goods valued by area residents; or Activity shall be designed to offer proven and quality non for profit community outreach activity including programs and services for the overall health and wellness of the community. 3. Preparation for new activity shall begin within 6 months from date of sale or lease. 4. Activity shall be maintained to enhance the aesthetic beauty of the area. 5. Activity shall create a positive impact to the area, benefiting the overall health and wellness of the community. At the time and place stated above, all written offers will be publicly opened, the bid price read aloud and the bidder's general plan of use of property. The Commission will have available for examination and use by all interested persons, in the Office of the Department of Economic Development, 120 East 8th Street, First Floor, Room 105, Anderson, Indiana, the following exhibits: A. Instruction to Bidders B. Notice of Sale or Lease of Real Estate C. Offering Sheet D. Proposal for Sale or Lease E. Property Information and Map All bids shall be on the forms prescribed by the Commission and contained in the bid packets and must be accompanied by a certified check, cashier's check, personal check or money order payable to the City of Anderson Redevelopment Commission in a sum equal to not less shall be not less than five percent (5%) of the total amount of the purchase price offer or the amount of 1 month lease of the lease offer. A preparation fee of Twenty Five dollars ($25.00) per bid packet requested will be collected or a complete bid packet can be emailed at no cost via request at: kpettigrew@cityofanderson.com. The Commission reserves the right to accept or reject any or all bids based upon what best serves the interests of the community. In the Sale or Lease of the Property, the Members of the Commission shall take into consideration the following: (a) the amount of the proposal in dollars and cents; (b) the capability of the proposed use as it relates to the surrounding area; (c) the description of proposed activity, including the size and character of the business activity proposed; (d) the bidder's schedule of work activities (commencing within 6 months of acceptance of bid); (e) the bidder's work performance record and ability to carry out the work activity schedule; (f) the bidder's financial resources to ensure that the redevelopment will be completed; (g) whether the Redevelopment Property, when improved, will be sold or rented, and the bidder's proposed sale or rental prices; (h) the overall economic and quality of life impact expected to be realized by the City as a result of the redevelopment; and (i) any other factors that will assure the Commission that the sale or lease, if made, will further the carrying out of the Redevelopment Plan, and best serve the interests of the community both from the standpoint of human and economic welfare. Should a bid submitted by a trust as defined in I.C. 30-4-1-1(a), each beneficiary of the trust and the settlor empowered to revoke or modify the trust must be identified.
