PUBLIC NOTICE OF OFFERING PROPERTY FOR SALE OR LEASE AND REQUEST FOR PROPOSALS Notice is hereby given that the Town of Brownsburg, Indiana, by and through its Redevelopment Commission (the Commission and collectively, the Town) will receive sealed written offers in the Town Manager's Office at the Town of Brownsburg, 61 North Green Street, Brownsburg, Indiana 46112 until 4:00 p.m. local time on September 8, 2016 for the sale or lease of the property generally located at the site of the former St. Malachy School located at 326 North Green Street in Brownsburg, Indiana (the Property) pursuant to the applicable provisions of Indiana Code, including, but not limited to Indiana Code Section 36-7-14-22. The detailed Request for Proposals and related requirements, terms and conditions is available at the Town's website at http://www.brownsburg.org and in the Office of the Town Manager located at Town Hall, 61 North Green Street, Brownsburg, Indiana 46112. Sealed offers must be received not later than 4:00 p.m., local time, September 8, 2016, at the Town Manager's Office at the Town of Brownsburg, 61 North Green Street, Brownsburg, Indiana 46112. Sealed written offers will be opened and read aloud at a meeting of the Commission on September 8, 2016 at 5:30 p.m. For special accommodations needed by individuals planning to attend the public bid opening meeting, please call or notify the Town Manager's office at (317) 852-1120 at least forty-eight (48) hours prior thereto. The Commission will consider various factors in evaluating the offers, including, without limitation: the ability of the Offeror to timely provide the services and products outlined herein and meet all other requirements contained in the Offering Packet and Request for Proposals; the Offeror's past experience in providing similar services and satisfaction level of its prior and current customers; the Offeror's financial stability and strength; the quality, reputation and overall position supports the overall mission and goals of the Town; the financial terms proposed by or agreeable to the Offeror; and other factors deemed appropriate by the Town in the context of the services and products to be provided by the Offeror. The Offeror may not be a person who is ineligible under Indiana Code Section 36-1-11-16. Any bid submitted by a trust (as defined in Indiana Code Section 30-4-1-1(a)) must identify each beneficiary of the trust and each settlor empowered to revoke or modify the trust. No Offeror may withdraw any offer within a period of one-hundred twenty (120) days following the date set for receiving offers. The Commission reserves the right to reject any and all offers, to reject offers that do not meet the qualifications outlined in this Notice, or in the Offering Packet or in the Request for Proposals, and to waive any formalities or irregularities in the disposition process or in any offer. The Commission further reserves the right to reject all offers, should the Commission determine that the offers are not in the best interest of the Town. The Commission reserves the right to hold any or all offers for a period of not more than one-hundred twenty (120) days and said offers or proposals shall remain in full force and effect during said period. The Commission reserves the right to reject and/or cancel any and all offers, solicitations, and/or proposals in whole or in part as specified in the solicitations. The Commission reserves the right to have discussions with the Offerors for the purpose of clarification to assure full understanding of and responsiveness to the solicitation requirements.
