NOTICE TO BIDDERS OF REQUEST FOR PROPOSALS FOR ELKHART COUNTY HUMAN RESOURCES MANAGEMENT SYSTEM Notice is hereby given that the Board of Commissioners of the County of Elkhart, Indiana will receive sealed proposals up to 9:00 a.m. on the 16th day of September, 2019 for an integrated Human Resources Management System (HRMS). The Request for Proposals is on file in the office of the Elkhart County Commissioners and may be seen there and may be picked up there at the Elkhart County Administration Building, 117 N. Second, Goshen, Indiana 46526. The Request for Proposals is hereby incorporated by reference. Vendors agree to furnish, deliver, and install, ready for service and equipped as specified, the HRMS for which its proposal has been accepted. The Elkhart County Commissioners reserve the right to waive any irregularities in the proposal process and to reject any or all proposals. A non-collusion affidavit required by statute shall be fully executed and provided with the proposal. Any proposal submitted by a trust must identify each beneficiary of the trust and each settlor empowered to revoke or modify the trust. The vendor shall also provide requested information with its proposal. Proposals shall be enclosed in a sealed envelope, bearing the title of the proposal, and the name and address of the vendor. No proposal shall be withdrawn after the opening of the proposals. Proposals may be held for up to ninety (90) days. The project will be awarded to the responsible vendors whose proposals are determined in writing to be the most advantageous to Elkhart County, taking into consideration price and the other evaluation factors set forth in the Request for Proposals. Acceptance of and payment shall be made after implementation and installation of the HRMS and after a properly authorized representative of Elkhart County has given approval of the satisfactory completion.
