June 22, 2016 REQUEST FOR QUALIFICATIONS The Housing Authority of the City of Jeffersonville, Indiana (JHA) invites interested qualified persons or entities (the "Respondent") to submit written proposals to serve as co-developer partner in connection with the revitalization of the Jeffersonville Housing Authority Building, Clark Arms which is a 101 unit seven story building located at 117 Market Street, Jeffersonville, Indiana 47130. The successful Respondent must demonstrate the financial ability to provide guarantees and indemnifications to satisfy the requirements of tax credit investors, lenders as well as state and federal agencies in connection with the construction rehabilitation of the property. The Property is currently owned by the Jeffersonville Housing Authority. It is anticipated that the development of the Property will be financed, in part, with funds from the Capital Fund Financing Program (CFFP) or other means such as low-income housing tax credits issued by the Indiana Housing and Community Development ("IHCDA") and other sources. The selected Respondent will be required to provide the following forms of guarantees and indemnifications (collectively, the "Guarantees"): - Construction completion guaranty; - Loan repayment guaranty; and if applicable - Tax credit compliance guaranty; - Tax credit repurchase guaranty; - Environmental indemnification and Operating deficit guaranty; - Such other guarantees and indemnifications required by a lender, tax credit investor/syndicator, and/or state and federal agencies. JHA or an affiliate of JHA will only make available the amount of developer fee it actually receives from the tax credit investor toward payment of obligations under any Guarantees. Proposals submitted in response to this Request for Qualifications (the "RFQ") must be received no later than 4:00 P.M. on July 29, 2016. Late proposals will not be considered and will not be opened. All responses to the RFQ must include one (1) original clearly marked "Original" and three (3) copies clearly marked "Copy."
