CITY OF GOSHEN INVITATION FOR BIDS North Water Plant Standby Generator Jn: 2015-0019 Notice is given that the Board of Public Works and Safety of the City of Goshen, Indiana is soliciting sealed bids for the above referenced public works project. The Board of Public Works and Safety are hereinafter referred to as "City". The North Water Plant, located at 308 North Fifth Street has primary electric service from NIPSCO. This project will include the installation of a 750kW diesel standby generator, an automatic transfer switch, a stationary load bank and controller, foundation pad, electrical work, site work and restoration. The Specification Documents and Drawings may be obtained as follows and the City of Goshen shall not be responsible for documents obtained from any other source: 1. Paper copies of the Specification Documents and Drawings may be obtained at the City of Goshen Engineering Department, 204 East Jefferson Street, Suite 1, Goshen, IN 46258. These paper documents may be obtained at a cost of $15.00 per set. Checks shall be made payable to the City of Goshen. This cost is non-refundable. Please notify the City of Goshen Engineering Department, at 534-2201, 24-hours prior to picking up paper copies of plans & specs to provide ample time for prints to be made. 2. Complete digital Specification Documents and Drawings are available at www.questcdn.com. You may download the digital plan documents for $10 by inputting Quest Project No. 4525215 on the website's Project Search page. Specification Documents and Drawings can be accessed through the City of Goshen's Current Bidding Opportunities portal at www.goshenindiana.org WAGE RATES: Contractor shall be required to pay not less than the prevailing wage rates on the Project as established by the Davis Bacon Wage Act, a copy of which is included in the Wage Rate Section this document. AWARD OF CONTRACT: Any Contract or Contracts awarded under this Official Notice to Bidders are expected to be funded by a State Revolving Fund (SRF) loan from the Indiana Finance Authority (IFA). Neither the United States Environmental Protection Agency (EPA), the State of Indiana, nor agencies or employees are or will be a party to this Official Notice to Bidders or any resulting contract. The Contractor to whom the Work is awarded shall comply with all requirements of the State Revolving Loan Fund including the requirement that all iron, steel, and manufactured goods used in the project be produced in the United States. Where a conflict exists between this specification and the federal agency specifications, the more stringent shall apply. Any contract(s) awarded under this Official Notice to Bidders must demonstrate positive efforts to utilize Disadvantaged Business Enterprises (DBE). PRE-BID CONFERENCE: A pre-bid conference will be held on the June 15, 2016, at 10:00 a.m. at the North Water Plant located at 308 North Fifth Street, Goshen, Indiana 46528, to familiarize Bidders with this Project. Each bidder is required to submit with their bid a bid security as evidence of financial responsibility and guarantee that if the bidder's offer is accepted, the bidder will execute a contract and deliver all required bonds within 14 calendar days of the award. The bid security shall be equal to 5% of the contract price, and may be in the form of a bid bond, certified check, or cashiers check made payable to the City of Goshen. The bid security of the successful bidder will be held until the City's receipt of an executed contract and all required bonds. The bid security of all other bidders will be returned upon the selection of the successful bidder and award of a contract. The successful bidder will be required to furnish an approved performance bond guaranteeing the faithful and proper performance of the work and materials, and an approved payment bond for the benefit of the subcontractors, laborers, material suppliers and those performing work for the project. Both bonds must be equal to 100% of the contract price and made payable to the City of Goshen. Additionally, the successful bidder will be required to furnish an approved maintenance bond to guarantee, for a period of three (3) years after the acceptance of the work by the City, that all workmanship and materials used in the project are in accordance with the Specification Documents. Offers shall be submitted in accordance with the Instructions to Bidders, and all contractual terms and conditions that are included in the Specification Documents. In addition to price, bids will be evaluated based on whether the bidder is responsible, and if the bidder's offer is responsive. Offers shall be filed with the City of Goshen Clerk-Treasurer's Office, 202 South Fifth Street, Goshen, IN 46528 until 1:45 p.m. local time June 20, 2016 at which time all bids received will be taken to the Board of Public Works and Safety meeting to be publicly opened and read aloud. The Board meeting will be held in City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen The City of Goshen Board of Public Works and Safety reserves the right to reject any and all bids, delete any portions thereof, to waive any informalities or irregularities in any bid received, and to award a contract, consistent with Indiana law, to the lowest responsible and responsive bidder. Award of contract is contingent on the availability of funds. No Bid shall be withdrawn for a period of 120 days after the scheduled opening of the bids without the consent of Owner.
