Public Notice Des. 1383451 Hendricks County is proposing to undertake bridge replacement project, funded in part by the Federal Highway Administration (FHWA) located approximately 1.8 miles southwest of the Town of North Salem, Eel River Township, Hendricks County, Indiana. This project involves Hendricks County Bridge No. 00106 (NBI No. 3200078), which carries CR 550 N over Big Walnut Creek. The existing bridge is a concrete arch structure that was listed as "previously determined eligible for the National Register of Historic Places (NRHP)" in the Indiana Historic Bridge Inventory, classified as a "Non-Select" bridge, which means it is not suitable for preservation and is not an excellent example of this type of bridge. The bridge is a one lane, single span, reinforced concrete arch under fill structure with a 78-foot clear span and concrete footings and is currently utilized as a one-lane bridge with a 13-ton weight limit. The clear roadway width is 16 feet, three inches and the out-to-out coping width is 18 feet, eight inches. The current clear roadway width is 12 feet. The surface type of the bridge and roadway is chip and seal, and the bridge has W-beam guardrails with no curbs or sidewalks on either side of the bridge. Land use in the proposed project area is mainly rural consisting of a schoolhouse and residential/agricultural properties. The terrain is gently undulating with dense forest on both sides of the bridge and roadway that obstruct the viewshed. The project proposes replacing the existing structure with a one span, two-way pre-stressed concrete bulb-tee beam structure along the existing alignment as well as roadway improvements that will extend approximately 830 feet west and 170 feet east of the project bridge. The cross section of the new structure will consist of two 10-foot travel lanes with four-foot shoulders for a clear roadway width of 28 feet and an out-to-out coping of 28 feet, 5.25 inches. The replacement bridge will have a span length of 130 feet. New W-beam guardrails, TGS-1 guardrail transitions, and TS-1 railings are proposed. The project also proposes widening the roadway approach width to two 10-foot travel lanes for a clear roadway width of 20 feet with four-foot stone shoulders. Two residential driveways and one access drive to an agricultural field will be modified to accommodate the increase in roadway width. The project will occur within the existing right-of-way and will result in physical changes along the project alignment and visual changes within the viewshed. It will likely also result in aural or vibratory effects. No meaningful environmental or other indirect effects are expected as a result of this project. At this time, the maintenance of traffic plan involves closure of the project bridge and a local detour during construction that utilizes SR 236 and County Line Road. CR 550 N will be open to local traffic at each end, allowing access to properties on CR 550 N. Section 106 of the National Historic Preservation Act (NHPA) requires Federal agencies to take into account the effects of their undertakings on historic properties. Per the terms of the "Programmatic Agreement Regarding Management and Preservation of Indiana's Historic Bridges" (Historic Bridge PA), the Federal Highway Administration (FHWA) will satisfy its Section 106 responsibilities involving "Select" and "Non-Select" bridges through the Project Development Process (PDP) of the Historic Bridge PA (Stipulation III). The Historic Bridge Alternative Analysis determined that the preferred alternative was Alternative F: Demolition of Historic Bridge and New Bridge Construction. The Hendricks Co. Bridge No. 00106 (NBI No. 3200078) was marketed for rehabilitation and reuse or for the salvage of elements of the bridge by an interested party for six months in accordance with the Historic Bridge PA. Advertisements were placed in a statewide newspaper (Indianapolis Star), a local newspaper (Hendricks County Flyer), and on the INDOT Historic Bridges Marketing Program website on November 12, 2014, and signs advertising the bridge for reuse were placed at the project site on November 11, 2014. Marketing of the bridge for reuse and/or relocation began on November 11, 2014, and no interested parties have come forward to take ownership of the bridge to date. Therefore, the finding for this project only applies to other resources located within the APE and not to the bridge. To satisfy FHWA's Section 106 responsibilities for other historic resources that may be in the Area of Potential Effects (APE), FHWA will comply with the requirements of 36 CFR Parts 800.3-800.6. There are no other identified historic properties in addition to the subject bridge. Therefore, INDOT, on behalf of the FHWA has issued a "No Historic Properties Affected" Finding for the project, due to the fact that there are no historic properties eligible for listing on the NRHP within the area of potential effects of the project. In accordance with the National Historic Preservation Act, the views of the public are being sought regarding the effect of the proposed project on the historic elements as per 36 CFR 800.2(d), 800.3(e) and 800.6(a)(4). Pursuant to 36 CFR 800.6(a)(4), the documentation specified in 36 CFR 800.11(d) is available for inspection at Green3. Additionally, this documentation can be viewed electronically by accessing INDOT's Section 106 document posting website IN SCOPE at http://erms.indot.in.gov/Section106Documents/. This documentation serves as the basis for INDOT's, on behalf of the FHWA, " No Historic Properties Affected" finding. The views of the public on this finding are being sought. Hendricks County will hold a public hearing for this project (details will be announced in a separate public notice), which will offer all interested persons an opportunity to comment on the environmental document, Section 106 document, and preliminary design plans.
