NOTICE TO TAXPAYERS OF ADDITIONAL APPROPRIATION Notice is hereby given to the taxpayers of the school corporation known as Fairfield Community Schools (the School Corporation) that the Board of School Trustees (the Board) of the School Corporation will meet at Administration Building, 67240 County Road 31, Goshen, Indiana, at the hour of 6:00 p.m. (Local Time) on October 10, 2019, to consider the following additional appropriation of the bonds (the Bonds) which the Board has determined to issue. The Board considers such additional appropriation necessary to meet the need existing at this time: An appropriation in the amount of $3,145,000 from the proceeds of the Bonds, and all investment earnings thereon, on account of the renovation of and improvements to school facilities, including real estate purchase, site improvements and the purchase of equipment and technology (the Project) in the School Corporation, including the incidental expenses necessary to be incurred in connection with the Project and the issuance of Bonds on account thereof. The funds to meet such additional appropriation are to be provided by the issuance and sale of Bonds by the School Corporation. ADVERTISEMENT FOR BIDS This Notice is hereby given that sealed proposals will be received by the Elkhart County Drainage Board for the JEROME D. SMITH TILE REPLACEMENT PROJECT #19-038 until 9:30 AM, Tuesday October 8, 2019, in Room A of the County Public Services Building, 4230 Elkhart Road, Goshen, Indiana (U.S. 33 @ C.R. 26). The proposals will be opened that day and notice be sent to all bidders of the action taken. The plans, specifications, bidding documents, Instructions to Bidders and General Conditions and Supplementary Conditions may be obtained at our Office. The project is located in Section 26 of Union Township and begins at the tile outlet into the Jerome D. Smith Ditch west of CR 15 and extends North approximately 4,000 feet to a point ^ of a mile north of County Road 52. The project consists of replacing the existing 12 clay tile with 24, 18 and 15 polyethylene corrugated tile with sock. The proposed line consists of 500 L.F. of 24, 1,950 L.F. of 18 and 1,600 L.F. of 15. The project includes 5 Manholes and 2 Tee risers. The project will commence after the crop is harvested and work is to be completed December 31, 2019. The awarded contractor will sign an agreement to a $100.00 per day charge for liquidated damages beyond the specified completion date. The estimated cost of the project is less than $195,550.00. Proposals may be delivered to the Drainage Board at the Public Services Building prior to the specified time, or may be mailed to arrive to the Office at the County Surveyor before that time. Proposals shall be properly and completely executed on proposal forms furnished by the County in accordance with Revised Indiana Form 96 and shall be accompanied by the Contractors Financial Statement form taken from Form 96A. Proposals shall include a copy of the Contractors Insurance Certificate with coverage in accordance with item 5.3 of the General Conditions and a list of previous projects of this nature with references shall be included with the bid. Proposals shall be accompanied by a Certified Check or Bank Draft payable to the Elkhart County Drainage Board, or a satisfactory Bid Bond executed by the bidder and a surety company in an amount equal to 5% of the Bid as a guarantee that the bidder, if the Bid is accepted, will execute and file the proposed Contract and Bonds within ten days after award of the Contract. The Certified Check or Bank Draft will be returned to the bidders immediately after the signing of the Contract by the Drainage Board. A Performance and Payment Bond in the amount of 100 percent of the total Contract price will be required of the successful bidder. An irrevocable Letter of Credit will be acceptable in lieu of a Performance Bond. This Letter of Credit shall be 100 percent of Contract price and shall be in effect until 1 year after the completion of the entire Contract. The office needs to keep an updated record of the Contractor's Insurance Certificates on file. If you have not previously provided us with this certificate, please send a copy of your Insurance coverage in accordance with item 5.3 of the General Conditions.
